The full state central committee is forbidden by its bylaws to endorse in a recall election. There is an exception in the bylaws that allows the committee to endorse in a recall election provided certain conditions are met... meeting held, candidates allowed to address the committee, 2/3rds vote, IIRC.

In that case, where the hell is my notice about the endorsement meeting? I am a duly qualified and regular member of the committee. I sure as hell wasn't notified.
I think it must be either the Exec. Comm. or Board doing this. The full committee wouldn't stand for it.
Besides, I'm not finding that section of the bylaws you seem to be referencing.
