Well I'm late to this "dog fight". Will just reiterate what's been running through my mind the last couple of days.

1. Bush did not lie. It may have been inaccurate, but it was never a lie. There is a difference between lying and not having complete exact facts. The Rats don't seem to know the difference. (of course they don't even know what "IS" is or what constitutes sex, so what would you expect.

There are many possibilites here.
a. The source was skewed --not accurate (Tenet IS a CLinton appointee with ties to "Leaky" Leahy and Senator Heintz. He could be part of the Vast Left WIng Conspiracy.)
b. The information is correct, but to substantiate it might endanger either the physical source "person" or receiving materials from that source. (Why kill the cow when it is still giving milk?)
c. In compiling the information (there were probably many facets), many scenarios were probably theorized. This was just one theory. (My reaction to the possibility that SH was trying to obtain yellowcake to make nuclear weapon is it's better to error on the side of protecting our country than on distroying it.)
d. Tenet is sending a message to his fellow democrats. (Tenet:"I'm-a-democrat-too-so-you-guys-running-for-office-who-have-nothing-between-the-ears-and-are-just-full-of-*****-and-haven't-the foggiest-idea-of-what's-happening-but-love-to-hear-yourselves-talk-shut-the-h***-up-Lefties-get-lost-I want-my-party-back")

I know this was just the first of your points, but... The Rats know all about lying, and by saying that they wouldn't have allowed the war to happen without the yellow cake quote, they are being extremely disingenuous, since they voted in the fall to support the President on using force... not AFTER his SOTU speech, like they want their constituents to believe.
