I think you are wrong there sport.
As long as these folks around the world have the lack of education, lack of drive and desire there is nothing one can do.
What, take a gun and force people around the world to act civilized towards one another?
Let's not take Africa, but say Haiti. No education. No incentive. No resources. And corruption so rampant that we've poured billions into the endless pit and for what?
We have accomplished absoultely nothing even after years of trying.
Let's turn to say Somalia. Same thing. No education. historic distrust for anything resembleing normalicy and govt. control. Throw in ancient religions and beliefs and go ahead and put the french army in there and watch the soldiers die?
I can go on but I think what I am trying to say is that no persons anywhere will cooperate with someone telling them what to do while carrying a gun.
The key is education.

You're so right. The people themselves have to want it and want it badly in order to make success possible. I think the main reason we failed in Vietnam was not that our military was inept, but that the Vietnamese themselves didn't want freedom badly enough. You can lead a horse to water ...

Joe, You're absolutely right about the education. I met some pretty decent guys in the Congo about 5 years back, but there's a good probability they've been chopped up by now, because education does nothing to stop a machete. So the only rationale for intervention is to create a situation in which your solution -- education -- can take hold.

A lot of European countries are trying to solve the Africa problem the wrong way, by offering more immigration slots into Europe while maintaining armies with only ceremonial roles. But in the end, neither increased immigration or handouts can stop Africa from becoming a source of disease and a breeding ground for terrorism. Europe is just importing the African problems into their own backyards without solving them. Just as terrorism won't be extirpated from the Middle East until their dictatorships are toppled, neither will the Africa problem go away until all those fake post-colonial "states" are straightened out. And besides, just what does the Belgian Army do these days anyway?

I disagree. Some of the most vile people in the world are educated ones. Many Islamic terrorists are degreed and some are advance degreed.

The key would be changing their moral value system which is essentially breaking down their primitive ways and forcing western civ on them. Ain’t gonna happen,,
