When was the last time that the government admitted that a terrorist attack happened in the USA? If I'm not mistaken it was 9-11.
This has gone far beyond crying "WOLF" too often; it has now reached the point, as you point out: "Even if true, who is now going to beleive this?"
Therefore, I expect we are going to get a suprise sometime soon.

Oh, there may be some kind of suicide bombing, or some isolated incident. But the capability for al-Qaeda to kill massive numbers of Americans has been eliminated.

Why is it crying wolf?
Everytime it has gone up, the public has been more vigilant, correct? And, no harm came. Why does this prove that we have let our guard down? I cannot imagine that 9/11 is a distant memory... code orange is still a big deal, I believe. Who thinks it is a laughing matter?
