It's a P.T. Barnum thing..."new sucker born every minute". The last sucker at the end of that food chain ends up keeping the item rather than going to all the trouble of returning it.

That's one of the main reasons I shop as little as I possibly can at WalMart. I can never know whose grimy hands have been all over that widget, and how broken it is inside the box.
