Perhaps Lt Gen Satish Nambiar (Retd.), First Force Commander and Head of Mission of the United Nations Forces deployed in the former Yugoslavia 03 Mar 92 to 02 Mar 93. Former Deputy Chief of Staff, Indian Army; currently, Director of the United Services Insitution of India can explain this to you:

Lofthouse was captured by Serbian troops on Mount Majevica in northern Bosnia, where he fought as a mercenary, in February 1993. According to the debriefing records of the Yugoslav military counterintelligence, Lofthouse confessed that he had had satellite link with an American reporter throughout the war, and admitted to have supplied both Roy Gutman of US Newsday and the BBC with false information about camps, rapes, 'ethnic cleansing' and other atrocities carried out by the Serbs in Bosnia. Roy Gutman, formerly the Reuter's correspondent from Belgrade, was by then Newsday correspondent from Zagreb and Sarajevo. He started his journalistic work as a war correspondent in 1991, when he was reporting on the alleged Serbian shelling of Dubrovnik from Herceg Novi, although he had not been on the scene. Later on he reported about Serbian massacres and rapes in Bosnia, receiving the related information from a pro-Bosnian American-Turkish Women Association, an Islamic religious organization, Dr. Arif Tanovic, a Tuzla television director, and later, Lofthouse. Lofthouse was said to have sent false reports and rigged TV footage to Roy Gutman once a month, and to the BBC once a week, via Bosnian Muslim intelligence intermediaries. Among other things, he is credited for having told Gutman and the BBC that the Bosnian Serbs were using war gases in September 1992."

I had Bosnian Muslims come up to me weeping, literally weeping, and beg me not to think that Bosnian Muslims were like the thugs who carried out the 9/11 attacks. "We are completely different!" they said. "We hate them and what they did!" I had Bosnian Serbs sneer at me, "You see! We were right all along! Death to the Balije!"

I'm here to tell you I believe the Bosniacs a thousand years before I'd believe you or any Bosnian Serb for a single second. I've dealt with all three groups extensively and I know who I can trust. And who I can't. And who we shouldn't trust.

We've had eight years to investigate the war crimes. There's a reason 95% of the defendants in the Hague are Serbs. That's because 95% of the war crimes committed during the war were committed by Serbs.

Frankly, I heard enough Serb whining about how "unfair" the world was to them during my stay in Bosnia to last me a lifetime. Life is not fair to causes that engage in war crimes to further their ends.

Entire Rudder Finn's "BOZNIA" fabrication is a homage to Adolph Hitler who wrote in Mein Kampf that 1000 times repeated lie becomes a fact.

UNREPENTED NAZIS MADE A JOKE OUT OF "NEVER AGAIN".

The lies about Bosnia were recycled with Kosovo. Only, they got worse. Trepaca was compared with Treblinka and Belsen.

This was the most brutal act of Holocaust denial, because Trepca was a hoax, total fabrication.

Intifada was modelled upon Kosovo. By supporting Muslim lies in Bosnia and Kosovo, gullible in American Jewish organisations opened the doors for Intifada wide open.

The Clinton administration begins work today on a new International Public Information group designed to `influence foreign audiences´ in support of U.S. foreign policy and to counteract propaganda by enemies of the United States.

U.S. military, diplomatic and intelligence officials will participate in today's meeting of a core group to set up the IPI system of coordinating all overseas information among the various branches of the U.S. government.

The aim is `to enhance U.S. security, bolster America's economic prosperity and to promote democracy abroad,´ according to the IPI Core Group Charter, a copy of which was obtained by The Washington Times.

However, the charter also says that IPI control over `international military information´ is intended to `influence the emotions, motives, objective reasoning and ultimately the behavior of foreign governments, organizations, groups and individuals.´

The charter makes clear that IPI activities `are overt and address foreign audiences only.´ But it also says domestic information should be `deconflicted´ and `synchronized´ so as not to send a contradictory message.

The Clinton administration also hopes to encourage the United Nations and other international organizations to make `effective use of IPI [...] in support of multilateral peacekeeping,´ the charter says. Shocked by confusion during military missions in Kosovo and Haiti, when no U.S. agency was empowered to coordinate U.S. efforts to sell its policies and counteract bad press abroad, President Clinton on April 30 issued a secret Presidential Decision Direction --PDD 68 -- ordering the creation of IPI.

`In the old days, the U.S. Information Agency and State were the main agencies for communicating internationally,´ said an administration official.

`With the information revolution, all agencies now have the ability to communicate internationally and interact with foreign populations,´ said the official, speaking on the condition of anonymity.´

IPI is a mechanism that has been established to make sure that these various actors are working in a coordinated manner.

The charter insists that information distributed through IPI should be designed not `to mislead foreign audiences´ and that information programs `must be truthful.´ But numerous clauses in the document have an Orwellian ring that gives the impression of a vast, coordinated propaganda operation.

`The objective of IPI is to synchronize the informational objectives, themes and messages that will be projected overseas [...] to prevent and mitigate crises and to influence foreign audiences in ways favorable to the achievement of U.S. foreign policy objectives,´ the charter says.

U.S. officials, and the text of the charter, explicitly state that the new information policy will not be used as a propaganda weapon against the American public --which is prohibited by U.S. law.

However, since foreign media reports often get played back in U.S. media, it will likely be impossible to prevent a backwash of the pro-U.S. information into America.

The charter recognizes this by calling for the government's domestic public affairs activities to be coordinated with its foreign IPI efforts.

Information aimed at domestic audiences should `be coordinated, integrated, deconflicted and synchronized with the [IPI Core Group] to achieve a synergistic effect for [government] strategic information activities,´ the charter says.

The administration official said that the IPI system is `geared towards prevention and mitigation of crises´ and will remain active in peacetime `so we won't need to reconstitute the entire thing all the time.´

Mr. Clinton's PDD 68, issued with no fanfare during the Kosovo bombing campaign, orders top officials from the Defense, State, Justice, Commerce and Treasury departments and the Central Intelligence Agency and FBI to meet and set up the core group.

Junior level officials from those agencies were to hold the first IPI planning session today at the State Department. By Friday, the IPI core group is required to issue a statement of its policies, programs and scope of its work.

Next Wednesday, senior-level officials meet under the chairmanship of Morton Halperin, policy planning director of the State Department, to firm up the IPI system.

While a large number of government agencies are involved, knowledge of the IPI effort has been closely held.

Aides to top officials in the State Department, USIA and Voice of America all said yesterday they knew little about the concept apart from a vague outline of its mission.

The IPI core group is also instructed by the charter to arrange `training exercises at the National Defense University, National Foreign Affairs Training Center, the Service War Colleges´ and other institutions.

And its activities could go beyond broadcasts and press releases. The IPI core group is ordered by the presidential directive to `assist [U.S. government] efforts in defeating adversaries.´

`The intelligence community will play a crucial role [...] for identifying hostile foreign propaganda and deception that targets the U.S.,´ the charter says."

The Times of London (March 24, 1999) described the KLA as 'a Marxist-led force funded by dubious sources, including drug money.' European police suspect the KLA of connections to Albanian gangsters. At least two of the group's backers appear to have been the CIA and the German spy agency BND, according to intelligence analyst John Whitley, quoted in the Truth in Media Global Watch Bulletin (April 2, 1999).

The purpose of staging a provocation is to create a backlash. This strategy certainly worked for Hitler in 1938. As unrest spread in the Sudetenland, the Czechs cracked down. Czech President Eduard Benes ordered troops into the region and declared martial law.

Right on cue, the German press went wild. 'Women and Children Mowed Down by Armored Cars,' ran a typical Berlin newspaper headline in September 1938. 'Poison Gas Attack on Aussig' cried another.

Hitler accused Benes of waging a 'war of extermination' against Sudeten Germans. 'The Germans he now drives out!' cried Hitler, in a September 16, 1938 speech. 'We see the appalling figures: on one day 10,000 fugitives, on the next 20,000... and today 214,000. Whole stretches of country were depopulated, villages are burned down, attempts are made to smoke out the Germans with hand-grenades and gas.'

Sound familiar? Hitler's rhetoric bears an eerie resemblance to the CNN news blitz on Kosovo. Of course, Hitler was exaggerating. Many of the atrocities he alleged later turned out to be fabrications. But the same is true of our newscasts on Kosovo.

Take the alleged massacre of 45 Albanian civilians at Racak, for instance, reported in January 1999. Forensic and other evidence now suggests that the bodies were those of KLA guerrillas killed in combat.

The hoax has been widely discussed in the European press (including Le Monde, Die Welt, Le Figaro and the BBC). But U.S. news outlets have been as silent on the controversy as if they were taking orders from Goebbels himself.

In the Sudeten crisis, Hitler claimed to be inspired by internationalist ideals. 'Among the fourteen points which President Wilson promised ...' the Fuhrer proclaimed, 'was the fundamental principle of the self-determination of all peoples ...' By freeing the Sudeten Germans, Hitler argued, he was fulfilling Wilson's vision.

Clinton too claims he is fighting for human rights. But ethnic cleansing does not bother Clinton when his friends are the ones doing the cleansing. He ordered no bombing when the Croatians drove 300,000 Serbs from Krajina, burning their homes and killing many. Nor did he intervene when our NATO ally Turkey slaughtered over 35,000 Kurds.

Every schoolchild today knows that Hitler's real goal, in seizing Czechoslovakia, was to use it as a stepping stone for his planned invasion of Russia.

But what is Clinton's real interest in Kosovo? Nobody knows.

Many theories have been floated. Some point to the Trepca mines of northern Kosovo, rich in gold, zinc, silver and lead. The New York Times called them the 'Kosovo war's glittering prize' (July 8, 1998).

Others see a more far-reaching strategy. The Russians claim that NATO, like Hitler, wants to use the Balkans as a stepping stone for extending its power eastward -- eventually meddling in the affairs of Russia itself.

But this is all speculation. Only time will reveal Clinton's true intentions, as it ultimately did Hitler's.

In his memoir Inside the Third Reich, Albert Speer recalled the anxious mood of Berliners, in September 1939, as they digested the news that England and France had declared war.

'The atmosphere was noticeably depressed,' he recalls. 'The people were full of fear about the future. None of the regiments marched off to war decorated with flowers as they had done at the beginning of the First World War. The streets remained empty. There was no crowd on Wilhelmsplatz shouting for Hitler."

A wise man once said that those who fail to study history are condemned to repeat it. Should Clinton actually succeed in sparking a world war, Americans will no doubt react with the same shock and fear as Berliners did in 1939. But we will have only ourselves to blame.'
