General Downing just asked from Kuwait why on a 100+ day would some people around Saddam be wearing jackets. He said it is hot in Kuwait and even hotter in Baghdad and these people do not look hot!

Yeah, and a lot of them are in long sleeved shirts. I don't know if it is cultural, but that doesn't make sense given the temperature.

When it gets over 100, even desert heat is very hot! Long sleeves on the street would still be hot!
