Well, I think they meant "reprisals." They don't want Shia vs. Suni stuff, or bloody revenge taken against the Baath (sp?) Party, etc. If Sadaam is down, we want peace in the streets.

Wouldn't it be a hoot if with all those billion dollar bunkers, tunnels, and security, Saddam goes down in one shot an hour into the war.

Correct me if I'm wrong, but aren't we hoping for mass revolts? We're hoping to avoid a chaotic free-for-all where everybody tries to settle all their grievances back unto the fourth generation.

Your right about mass revolts, but it's not time yet. The US hasn't yet established itself at all key points. Imagine world reaction if we declared Saddam dead. People would be screaming that hostilities should stop. And hostilities cannot stop until the Republican Guard is destroyed.
It's better to continue with the plan, and assume/pretend that Hussein is alive.
