IMHO, the letters are serving their pupposes.
1. Notifying employers of possible SocSec. Fraud.

2. Ensuring that those who are working in this country are doing so legally.

Social Security fraud is a felony crime ---I'm sure they'd want to know if they have felony committing criminals working for them.
