However, I think the two faced frog is just saying that for public consumption, so as not to upset his immigrant voters.

He says all this while we've got 2 more ships heading to the gulf. I've also heard rumours about one of our regiments, and our snipers already having hooked up with American troops in the Gulf, and that they'll be joining you. Apparently, a major in the regiment that is going has offered his boys (the snipers) 20 bucks for every Iraqi they shoot in the arse.
