I don't think Bush is going to give Saddam 72 hrs. I think he announces that 'tonight, US and British aircraft and naval vessels began operations to liberate Iraq and dis-arm Saddam Hussein'. The 72 hrs stuff is a smokescreen to give a small tactical surprise.
