The reporter (British, I think, who asked the final question of the four questions). More than just the reporter, Bush's rage was probably best described as aimed toward France. He started going off on them and stopped, stuttering a bit as he got his verbal legs, realizing he was about to call France out in some very Texas-saloon terms. He covered it, somewhat, but it was obvious he thought this one-day of "phone calls" and U.N. discussions was complete B.S. (and that France had made it B.S.).
