Rove thought that California was winnable in 2000 and see what happened. If anything, a depression would tend to favor democrats in 2004.

If there is no more money at the federal teat, and state taxes are high, what else can you do but cut services. Then people get mad because you cut the WRONG services. Schools will suffer here in the PRK, at least in the short run. Then folks will start to ask - "Do we really need the State Coastal Commission?" or "Do we really need those costly gun laws/zoning ordinance/job killing family leave act/etc.?" At least that's where I want us to drive the debate. We might even get some freedom back in the process. Unlike the US in the Depression, we don't have the ability to errect tarrifs and don't have overly restrictive monetary policy to hinder us. We have other problems of course, like how the feds beggar the state by having us provide foreign aid to Mexico, but that is another story.
