Although I've been out of the active army loop for a while, I highly recommend you stay away from the east coast if at all possible. (especially DC) From what I hear the schools are awful and it's almost mandatory to send kids to private schools. (which of course aren't cheap) For low cost of living look at the South. For high quality of outdoor lifestyle Ft Carson and Ft Lewis are hard to beat but are both in pretty expensive places. Honestly though, CONUS was too much of a dog and pony show for me. My best times in the Army were overseas.

My vote is definitely overseas, but if you have to be stateside, you can't beat Ft. Huachuca.
It has all the outdoor amenities (even fishing!!!) and the weather is absolutely fantastic...no hurricanes, no floods, no tornados...and mild temps year round!
