For the same reason one would address a group of veterans on Veterans Day. Or a black church in celebration of Black History month. Or a synagogue in memory of the Holocaust.

The politician attempts to show a certain group he/she understands its particular concerns. Speaking Spanish emphasizes Dubya's relationship with Mexico and the Hispanics in his family. Smart move.
