From what I can see, the budget is being given to the Committee Chairman for them to divy up with the idea that 10% goes to the Administrative expenses of the Chairman (Republican) which leaves 45/45 split for the remainder of the money based on what the Committee Chairman wants to do for his committee.
This is actually more along the lines of the House when they split up into Committees with the numbers from each side based on not only who won the election but how many seats each side has.
If this is what is going to happen, then they had better change the Rules to reflect this for all future Senates when the Senate is organized for the term after the election. The amount of money available should then be proportional along with the number of seats for each Party on the Committee for each and every Senate.
Either change it completely or keep the original Rules! But don't do it on a year to year basis. Also need to make rules concerning what happens if the Senate changes hands during the session. The Rules need changed period!

Sorry, but its over. That's how communists work - they take a little bit at a time until they have achieved what they want. The republicans (small r) are done for. This was probably the beginning of the end for this great republic. I give it 10 years until it is totally socialist - if that long.
