Doesn't make Tommy Franks look good at all.One of those disastrous "no fire" incidents was well publicized at the time. Central Command's Staff Judge Advocate (yes, a damned lawyer) objected to firing on the target on the grounds that it violated the rules of engagement -- and the general deferred. Though the ROE were later amended, OBL's son-in-law got away.
Peacetime instills an overriding emphasis on safety and caution which is hard to shake, and it took a while for military bureaucracies to realize that they were really in a fight. Hopefully, such hesitancy is a thing of the past.

Franks is a political/admin general, not a warrior, IMO. Not that everyone that prospered in X42's Ring needs to be closely scrutinized for slipperiness...
