No doubt this was a "well-meaning" Democrat government that voted this welfare program for the well-to-do, who just happen to be government employees. And government employees just happen to be the second-greatest supporters of elected Democrats. (No group Democrats can surpass the current support of the "new-plantation" blacks, of course.) Is anyone surprised by this?

Fortunately President Bush is trying to remove at least some of the insulation from economic woes that lofty FEDERAL bureaucrats have gotten to enjoy for over a century. Will he succeed though?

And when taxpayers suggest - ever so meekly - that some of that money be returned to them through tax cuts, they are derided as selfish, unwilling to help the poor, the homeless, widows and orphans and those with various other afflictions. I'd love to help the deserving poor etc but the government steals all the money I'd use.
