They wait 'til late evening without reporting, find out what kind of margin they've got to overcome, and if it's even remotely doable, they manufacture however many they need and report in at the last minute to put the RAT over the top.

And they are as brazen as they please, because they know the first peep of protest from a white Republican will be shouted down with howls of - oh, c'mon guess - "racism!"

At which point the GOP dutifully rolls up into a fetal position and lets it go! You can hold as many local offices as you please, but if you ain't inside the ghetto polling places, you're just as vulnerable as ever.

The pubbies need to outsmart this by holding back the vote in several safe republican districts. They can claim problems with the equipment, whatever, even a spilled cup of coffee on a printout requireing a carefully monitored recount. Let's see who can outwait who.

Not when there's a (Republican) state or federal official with eyes on the ballot --and a sizeable bladder.

That is one practice that needs to be stopped by whatever means necessary. It is a serious opening for fraud. The law should require that NO counting begins untill ALL votes are in AND not subject to tampering and NO reporting should be done until ALL votes have been counted.
