Resources would be more efficiently used if we didn't have to unload and reload every truck that comes over the border.

Resources would be more efficiently used if we didn't have to unload and reload every truck that comes over the border. They could just change cabs if they wanted any kind of security. Letting non-English, unskilled drivers over our highways will cost in the long-run but it's going to cost American taxpayers.
