Would be nice if State didn't have a say either.

Consider the source.

The source in post 46 cannot get any more credible.

DUMP BUSH 2004. Message to GOP: give us a real conservative - or we stay home from polls Election Day! There are dozens of people here who would never vote for George W Bush under any circumistance, who now claim that they would vote for him under no cirmcumstance.
Withholding support you never gave him is not a frightening prospect.

...the Philippines, Jordan, Thailand, Peru and more than 100 other countries could compete for foreign aid, but administration officials expect just 10 to 20 to receive assistance each year under the program. What am I missing here? I didn't read the entire article word for word, but I derived from this plan that Dubya is trying to stick to his 'compassionate conservative' format by floating a possible 'trial balloon' to the Congress on aid to these poor countries - keyword being "POOR".
What has the Rat Party accomplished in the way of aid to poor countries? I know they talk a lot about it, but do they (have they) actually accomplish it, other than financing dictators for building their palaces while supressing their people? Do the masses ever see the benefit of the funds?
I know we (private sector and government) already give aid 'until it hurts' to countries in need. Maybe this is an added way to play down the 'greed' factor here in America, bring more and more people and countries onboard, win the the 'hate war' we are suffering from by Islamic nations (claimed mostly by the Left), and show to the world that the radicals have no reason to 'hate us'.
Just my take on this. Can't be sure it is valid argument, but then I'm not in Dubya's camp or of his caliber either.

I must totally and unreservedly concur.

All this money does is prop up corrupt dictators and oligarchs. Prevents changes and reforms that would allow for middle class societies in these countries. The money never will make it to the poor.

roads to drive on, Police forces to protect us, a Military force etc. That's only reasonable Same old canard my socialist inlaws use.
OK, I'll pay for the rodes, police, military. Now - cut my taxes by 80% and we'll call it even.

If we don't 'give' it to them, THEY CAN ARREST US. You have to take it all the way - THEY CAN KILL US.
Refuse to pay taxes, the police come to take you to jail. Refuse to go to jail, they will use physical force. Resist the physical force, they will kill you.
And it's all legal, because government solely retains the right of legally using deadly force to enforce even its most minor whims.
