Who's to say that God didn't create life with the ability to evolve?

Then it wouldn't be called evolution if God created it!

Then it wouldn't be called evolution if God created it! As a process, it would.

Then it wouldn't be called evolution if God created it! I give up, what would it be called if God created the ability of life to evolve?

Then it wouldn't be called evolution if God created it! Sure it would -- there is no inherent conflict between evolution and the Scriptures except for whether there was a prime initiator. The only real arguments against evolution as currently taught (and there are many) are scientific.

Then it wouldn't be called evolution if God created it! Exactly. The word 'evolution' is an atheist replacement for the word 'creation'. Creation is sudden, it is the result of the Word of God, not of material forces.
