I'm not buying the story, really, but I totally disagree with the idea that they would do the worst first.
I guess you don't really hate anyone and haven't hated them for a long time.
It is immature strategy to just crush you hated opponent
as revenge. It should be as long and drawn out and incremental as possible, in order to savor the sweet juices of vengeance. You want them to be shocked, then recover a bit, then slammed again, each time letting them get back up a little bit, then stomping them a bit harder each time.
To just blow us up all at once would be weak, in their eyes.

I totally disagree with the idea that they would do the worst first. They could have told the U.S. when they were getting attacked in Afghanistan that they would detonate a nuke if the U.S. did not stop. They didn't. IMO, that is a de facto indication that the did not have this capability.
