there has to be some way that the killer makes himself invisible. I figure that the next most common vehicle in the DC area next to white vans is LE vehicles.

A school bus?.....or,... special people bus?.......transporter type?.....tour guide?

I think that these vehicles would require occupants to be unnoticed, LE and ambulances are usually occupied by one or two passengers and they would be able to manuver better than a bus or commuter van. maybe

Thank you so much for the heads up! All good possibilities - to which I would only add the possibility that he never actually leaves the crime scene, but hides the weapon and then blends in with the crowd. A careful review of video coverage might help to eliminate that possibility though.
