I really do not know how many body bags will be needed. I can think of a couple of ways to snag this piece(s) of filth if he/they were after the money but I am certain the PD already knows such means. One can wire money to all kinds of accounts but eventually someone has to access those accounts in order to spend the money.

If the sniper is a homegrown domestic out for profit then I would suggest that his access to foreign accounts would be pretty limited. There is no way that the money could be accessed in the American banking system without the person accessing the money revealing themselves (at least not so they could spend it). Wire transfer to a wahala here in the states, which makes the money available (with no written record) in Pakistan or Afghanistan.

The Congress passed a law in 1993 that does not regulate wahalas, but just requires them to report suspicious activity within so many days to the Feds. (that would take months, probably, and still the written record stops at the water's edge.
