When did the word SUSPECT become unusable in this language?

Because the word "SUSPECT" means that they get all kinds of Constitutional protections, a public defender, the Miranda, etc. If they're persons of interest, the FBI, ATF, USSS, US Marshals, Postal Inspectors, Maryland State Police, Virginia State Police and at least six counties in Maryland & Virgina--oh, as well as DC--just want to have a little chat with them.
