I'm not so sure about your assessment. Maybe the kids were moving and were hard to hit, therefore more shots were fired.

Although apparently not the DC area sniper, this COULD be a shooter from another cell. Remember, the DC sniper said in a message "Your children are not safe - anywhere, at any time".

It is also possible that someone was just shooting in the woods and was unaware that there shots were going into a public area. Probably not the case, but possible. Of course I don't know the geographics of the area.

Being shot in the butt with a BB gun is as likely to put a person into "fair" condition, as having a paper bag popped next to your ear is to blowing your body parts all over the street.
