what makes you 100% he/she/it crossed the state lines? Possibility of multiple teams/shooters? I wouldnt rule everything out, as look at how the po-lice couldnt understand the "caller" they assumed was the sniper. I bet my peso the next hit will be elsewhere...poop shoot scoot...
