The message is that America is turning into a feminized-pussified nation.
This was inevitable, but I figured it would take a bit longer than this. This has the double message of encouraging the sniper(s) as well as showing children that Americans can be intimidated by only 9 deaths.
I suppose were their a full-scale military invasion, these days Americans would throw down their arms, and rush to embrace their captors.
This is what we get for embracing Divorce and Single mothers, it is causing the extinction of real men in this country.

It's the wise thing to do. I only wonder why they haven't closed the schools up to now. These snipers are sick bastards. When that superintendent opened his mouth, he left himself open to the interpretation that he was challenging the snipers. If I was a parent in that area, I'd keep my kid home for temporary homeschooling.
