Define "harrass?"

And how do you tell "leaving the scene" from someone simply driving to their destination?

The lady anchor on CNN made a fairly astute observation "I challenge anyone to drive around this area and not see a White van" She's right,This white van theory is crazy,the Police are chasing a ghost if their only checking white vans.

Remember that scene in Marathon Man where the old lady recognizes the old Nazi who persecuted her in the camp? She chases him down the New York street, yelling "Szell! Szell!" ...
