1) He finally found his target (FBI analyst) or
2) Something spooked/rushed him causing him to change his plan

How many Mexican (or hispanic) snipers have you ever heard about? Gang shootings with guns in neighborhoods, yes (although knives are another weapon of choice), but rifle snipers? Hispanic? Not their modus operendi. Perhaps if a hispanic trained in the military, but otherwise, just isn't a hispanic type of thing. Also, this kind of sniping is right in the Al Queda how-to-do terrorism training book. So why would they teach this kind of mayhem, and then have no one carry it out? Sniping, and bombing, and shooting ARE part of their terrorist lessons, so it looks like some cell is now trying it out. My fear is that this will spread to other states at some point.

They're going to constantly downplay the middle east angle until it is conclusive (by capture or kill). That is because they are greatly concerned about the public reaction to the news around the country (which could be severe).
