Is that true, Koblinsky is saying that hollow point ammo fragments?

I thought a better description would be that hollow point ammo compresses upon impact, expanding the diameter of the projectile and thereby transferring more energy within the target.

There are three types of hollow points.

Match ammunition with a hollow closed point where there isn't any lead in the frontal area. The lead is only in the body of the bullet for a accurate round. They are not recommended for hunting.

Standard hollow points like you mentioned, that open up to create a larger diameter.

Frangible hollow points that are actually separate pieces that were compressed in manufacture. When the hollow point opens up, the pieces fly apart creating separate wounds.

There is something else that has to be mentioned. High velocity varmint bullets for .22 centerfire are designed with a thin jacket to disintergrate when they hit a thin skinned varmint. Full metal jacketed rounds like a military .223 have a harder and thicker jacket with a cannelure or groove cut around the circumferance so the cartridge can grip better when used in automatic weapons. Identical cartridges with different head stamps can have separate characteristics.
