In competition, maybe? When I used to watch American Shooter on TNN, they showed some pistol competition. Lots of running around, quick reloads, multiple targets. I don't recall seeing any prone position shooting with pistols, though I might have missed it.

This could be as simple as a shooter who has a weapon based on set-up rather than caliber. He could be using a Stoner or a Mini-14 or a Ruger AC-556 because he has a supressor/silencer like the kind Gemtech make. A 30db reduction would limit the signature to .22short noise and during rush hour near a freeway the shot could be masked.

Just a thought.
