Iran says its weapons manufacturing program is strictly conventional and for defensive purposes only. Why? Inspectors won't do anything but look around. Are they getting paranoid something might be found?
They don't need surface-to-surface missiles to use against a few inspectors just checking things out and making sure things are "Kosher."

Iran has some interests around the Caspian region that could justify strengthening defenses, and there is the continuing unrest to the west. There wouldn't be much threat from the east since the Taliban have been deposed. These weapons wouldn't be of much use by terrorists of global reach. The military production seems nominally reasonable.
