The nuke threats in the Gulf War was a bluff. We weren't going to nuke anything then and we won't now (regardless of what I personally wish we would do).

a cornered Saddam might lash out

Saddam, himself, personally, cannot launch a WMD missile if he is cornered. He would have to order someone else to do it.
If the person so ordered is more rational than Saddam and has a good idea that this order is in desperation (Saddam is near death), "some failure" will probably happen to prevent the launch.

AMERICA will NUKE Baghdad...

Nuking Baghdad will only kill hundreds of thousands of Saadam's slaves. But a little 1 or 2k battlefield nuke on each of Saadam's thirty-odd palaces, now THAT would make a statement!
