Deputy Retires After Arrest In Prostitution Sting
11-Year Veteran Charged With Soliciting Prostitute
Posted: 7:31 a.m. EDT September 16, 2002
Updated: 8:45 a.m. EDT September 17, 2002

MELBOURNE, Fla. -- An 11-year veteran of the Brevard County Sheriff's Office has been charged with soliciting a prostitute after he offered an undercover deputy $20 for oral sex, police said.

Sgt. Lee Elliott, 60, was among 17 people arrested early Sunday during an undercover prostitution sting in Cape Canaveral, police said. The undercover operation was conducted by Brevard sheriff's deputies.

"It's a shock,'' spokeswoman Joan Heller said.

Elliot was released early Sunday on $500 bail from the Brevard County Detention Center and suspended from police duty. He faces a maximum of 60 days in jail if convicted.

The sheriff later accepted a letter of retirement from Elliot, a spokeswoman from the sheriff' office said.

The Florida Retirement System in Tallahassee will now determine whether Elliott will collect retirement funds, Heller said.

Elliot approached two women deputies posing as prostitutes shortly after midnight on Sunday, deputies working in the sting said. He then struck up a conversation with one of the undercover deputies and offered to pay her $20 for oral sex, investigators said.

Elliott didn't appear to be under the influence of alcohol or drugs, investigators said.

"He was very forthcoming and ashamed upon his arrest,'' Chief Deputy Bob Sarver said.

Seventeen other people arrested in the sting were also taken to the Brevard County Detention Center in Sharpes, police said.

Elliott spent 21 years with the Connecticut State Police, retiring in 1989 as a sergeant, before coming to Brevard in 1991. He had no prior disciplinary record with the Brevard sheriff's office, police said.

Why is this illegal again?

"Hey, want to manipulate my privates?"
"How much?"
"$20."
"Sure."

You may find it distasteful, but I find it hard to believe that anyone can find anything that remotely qualifies as a "crime" there.

Personally, I could care less and I really don't know why they waste so much time trying to bust old men trying to get the only action they can.

I don't think it should be wide-open (pun intended) legal, but come-on (No pun intended). We have a lot of better things to dedicate our resources to. Like teaching those idiots how to use a voting machine or rounding up the illegal aliens and sending them back.

You know as a very conservative granny-lady I agree with you. I have never understood why a woman can carry a baby for someone for money, can literally sell her own baby for money, can kill her baby for no reason (after all it is her body), but she can't have sex for money.

Don't get me wrong, I disagree with the morality of it, but the legality or illegality of it I just don't see. Why has some smart lawyer not taken this to court on the basis of it is a woman's body and she has a right to do with it as she wishes.

This is no surprise- the Brevard County Sherriff during the late 80s early 90s was part owner of the Xanadu Massage parlor on US 1, and another parlor in West Melbourne.

Because a man is receiving pleasure from it.

Boy O boy, you would think a cop would know how to go about 'clearing' a street walker before the actual offer.

Hold my beer is right.

Now we can debate the ins and outs of a sting operation, but prostitution should be illegal for health reasons as well as moral reasons. In addition, prostitution tends to bring with it all sorts of other crimes as well, be it drug possession, assault, murder, etc.

Prostitution is a violent business, and if a community wants it out, they should have the right to make it illegal.

I completely agree with your sentiments. I would prefer that my tax dollars be spent on real criminals, not two consenting adults who agree to a business transaction. Give me a break!

All of the reasons that you cite for prostitution to be illegal; health, drug possession, assault, murder, etc. are due to it being an unregulated illegal business. In Nevada, in the areas here prostitution is legal, the brothels have none of those problems.

So all you are left with is morality.

The real problem is that society while attempting (and failing) to regulate morality has created a breeding ground for disease, drug possession, assault, murder, etc.

Legalized and regulated prostitution will lead to a reduction in associated crime levels while police costs (and taxes) drop. Remember legalized prostitution means prostitutes paying taxes.

pure nonsense.....

taxes you say....they will pay taxes?

now, let me get this straight...according to reports, most men that go to prostitutes go there to get sex other than normal sex...they go there for oral and anal sex....

how do you prevent the spread of disease with oral sex....what man is going to want oral sex with a condom on....it is not going to happen.....

legalize prostitution but you will never ever prevent the spread of disease....there will be too many under the table deals ...

of course, the other equation is that almost all prostitutes are drug addicts or alcoholics but you wouldn't care about that now would you...

"It's a shock,'' spokeswoman Joan Heller said.

Ms. Heller went on to say,"Deputies normally don't offer to pay anything for oral sex. They usually just threaten the prostitute with arrest if she doesn't offer it for free. The other deputies are upset] that he is establishing a ugly precedent."

Prostitutes at the Nevada brothels pay taxes on 1099 forms, just like any other independent business person. Their income is split 50/50 with the brothel with each side paying their own taxes. Many of the prostitutes have incomes over $100,000.00 per year. Taxes are pretty steep.

now, let me get this straight...according to reports, most men that go to prostitutes go there to get sex other than normal sex...they go there for oral and anal sex....

how do you prevent the spread of disease with oral sex....what man is going to want oral sex with a condom on....it is not going to happen.....

All prostitutes at the brothels have to undergo weekly checkups by a M.D. If they flunk the physical they can't work.

No sex without condoms is allowed at the brothels. Anyone doing so would be fired on the spot. Do you think a prostitute wants to risk a six figure income as well as her own health?

legalize prostitution but you will never ever prevent the spread of disease....there will be too many under the table deals ...

It doesn't matter whether they get it under or over the table, if they can't pass the physical they can't work.

of course, the other equation is that almost all prostitutes are drug addicts or alcoholics but you wouldn't care about that now would you...

There you go again, trying to control morality and ruining peoples lives in the process. But you are wrong, prostitutes at the Nevada brothels are no more likely to be drug addicts or alcoholics than workers at any other legal business. If a worker can't do their job properly then the employer doesn't want them at work, no matter what type of business they're in.

I'll give an example of one girl that have helped with her website. She works at a Nevada brothel from two to three months per year. Her income averages over $150,000 per year, she does not drink or use drugs and has a good husband and teenage son.

It doesn't matter what the product is; sex, drugs, tobacco, alcohol, when you make it illegal criminals take over the business operation and society pays the price.

He should have known better. The gentleman's club in West Melbourne (the little white shack on New Haven) offers the special FOP discount.
