Actually, it says "60 km and above." Of course, there's that little thing about orbital mechanics saying they can't just avoid the area if the orbit happens to pass directly overhead.

So I'm sure somebody will violate this solemn resolution, which brings up the question of how they're going to enforce their resolution....

Perhaps this is actually a good thing. Berkely's desire to issue citations to the offending satellites (and of course, the lure of vast income from associated fines) will usher in the era of cheap and easy access to space.

Ironically, the only way they can is to deploy quick-reaction ASAT systems and violate their own ordinance :o)
