Majority thinks U.S. partly to blame for Sept. 11

A vast majority of Canadians believes the United States bears at least some responsibility for the Sept. 11 terrorist attacks because of U.S. policies in the Middle East and around the globe, according to a Globe and Mail/CTV poll.

And a significant, but smaller, majority said Canada is doing enough to support the United States in the war on terrorism, the Ipsos-Reid survey released yesterday says.

The poll was released as Prime Minister Jean Chrétien prepares to head to New York next week for the first anniversary of the attack on the World Trade Center that killed almost 3,000 civilians.

On Monday, Mr. Chrétien will meet U.S. President George W. Bush in Detroit to discuss border security and ways to relieve congestion caused by increased vigilance at the border. The two leaders also are expected to talk about U.S. threats to attack Iraq and topple the regime of Saddam Hussein.

Mr. Bush is trying to build support from U.S. allies for an attack, and has won a promise of help from British Prime Minister Tony Blair, but not from Mr. Chrétien.

Mr. Chrétien has been criticized -- particularly in the immediate aftermath of Sept. 11 -- for being cautious in his support for the U.S. antiterrorism effort.

In an interview with CTV's Question Period to be aired on Sunday, Deputy Prime Minister John Manley echoes Mr. Chrétien's doubts about whether Iraq should be a target in the war on terrorism.

"We haven't been in the camp with Tony Blair and others who say there should be a pre-emptive attack," Mr. Manley said. "We've said there should be, in order to consider this part of the war against terrorism, evidence that Iraq is somehow connected to al-Qaeda.

"We have not signed on for the change-the-regime movement in Iraq," Mr. Manley said.

Paul Cellucci, the U.S. ambassador to Canada, said the Bush administration recognizes that it needs to persuade many of its allies about its case against Iraq.

"We've said all along we are ready to make the case," Mr. Cellucci said. "That's what the President will be doing next week."

But John Wright, vice-president of Ipsos-Reid, said Mr. Chrétien has better reflected the public mood in Canada than the more bellicose opposition leaders and pundits have.

In the Ipsos-Reid survey -- which polled 1,000 Canadians last week -- 69 per cent of respondents said the U.S. shares some of the responsibility for the attacks, while 15 per cent said all of the responsibility sits on American shoulders. The attacks killed thousands of civilians and U.S. military personnel at the World Trade Center in New York and the Pentagon in Washington.

Fourteen per cent said the United States does not bear any responsibility for the attacks.

In the immediate aftermath of Sept. 11, critics were pilloried for suggesting the United States bore some responsibility for the attacks, and Mr. Wright said U.S. pollsters will not ask the question.

But he said the poll suggests Canadians recognize that the projection of military might around the world comes with a price tag, even as many Americans struggle to understand why they were attacked.

"I think this is Canadians saying, 'You are bound to get stung when you stick your hand in the hornets' nest looking for honey,' " Mr. Wright said. "But I don't think this is evidence of people saying they deserved what they got at all."

He said there has been considerable evidence that U.S. intelligence and law-enforcement agencies did not act on a series of warnings.

He said Canadians generally support the government's efforts to tighten security at home and send troops to Afghanistan but share the government's caution on Iraq.

Sixty-one per cent of those surveyed said Ottawa has done enough to support the United States in the war on terrorism, while 24 per cent said it has not done enough; 14 per cent said it has done too much.

Eighty-three per cent of Canadians believe that the massive United-States-led bombardment of Afghanistan has failed Mr. Bush's stated aim to kill or capture al-Qaeda leader Osama bin Laden.

Who's to blame?

1,003 Canadians were asked the following questions: How much responsibility do think the United States, with its policies and actions, bears for the terrorist attacks on them?

We should simply close the Canadian border with the US for a week and then let them rethink their position of "doing enough" to seal their own borders. If that doesn't help, make it permanent.

Why don't the pollsters follow up this question with another?

"Specifically, what policies or actions of the U.S. might have led to this attack?"

No multiple choice, no hints, no yes/no answers--just a straight forward question requiring a straight forward answer. They don't ask it because it would make those asked look as stupid and uninformed as they most certainly are.

Thank you for posting this.

Assuming that this is a representative statistical sample of 1,000+ for a valid poll, two aspects are riveting:

1. About one in six of these blitbrains not only believes we are fully to blame, but says their government has done too much to help us.

2. And 84% think we are wholly or partly culpable.

Dear Lord! No amount of reason or truth will work with this ineducable mindset. Just as Chamberlain had to be swept aside by Churchill, these and their ilk will have to be treated likewise in the face of the Islamonazis. Unfortunately, we are far from having the political will and moral clarity to act decisively. I genuinely believe it will take another 9/11 to even begin to wake up the West. This poll will look a lot different if Ottawa is the next NYC.

Hey watch it !!! This Canadian doesn't agree with the article or the premise of it. I am disappointed and disgusted at the number of Canadians who do feel that way. They have their heads in the sand. How about a good reply to this, why not freep a Canadian site and argue/discuss the point?

I am starting to get really angry about this sentiment that the US was at fault.

3,000 innocent Americans were murdered by men who stole American airplanes and vandalized millions of dollars of American property.

Allow me to make an analogy... A woman wearing a bikini walking at night through a dark alley is NOT at fault if she is raped. She may be negligent and, albeit, stupid, but she is not an accomplice to the crime..she is a victim...WE ARE THE VICTIMS HERE!

If the Americans were doing something to aggravate the Muslim community, then THEY should have been the ones to "negotiate a better understanding". For them to purposely target and attack innocent Americans (who have no direct role in American policy making) is a provocation to war.

Anyone who can't see that is brain dead.

...oh, and...who the hell cares what the Canadians think anyway.

Anyone and anything can be held partially responsible for anything, if only by omission.

Your grandfather is partially responsible for World War II because he didn't go to Munich and murder Hitler in the 1920's.

Unfortunately, dimwitted people--and their number is legion--have little if any perspective and sense of probability. If someone brings it into focus for them, they're likely to concluded that "Yeah. Come to think of it, the old man did cause World War II." "Liberals" love this. They'll whip the dimwits into a frenzy, and the next thing you know they're marching in protest and holding you responsible.

I believe the U.S. is partially to blame for the attack. Think of the policies that allowed the guys into the country. Remember the various instances where the government had opportunities to nab these guys, but didn't?

Now, we must not "racially" profile at airports. Do our borders have better security? How about those cargo containers that aren't inspected? Has the government located all those with visas from Saudia Arabia?

I'm thinking that the P.C. crowd laid the foundation for the attacks to happen. Now they are hampering measures that would drastically decrease the chance of another one.

I don't want this stinking socialist in this country. Any negotiations can be done by wire without the need to pollute our air with his stink.
