Huh? Excuse my ignorance, but why would "forests" need to be "devastated" to build a railroad? You need the railroad ties, yes. And probably some wood for running the steam engines. And, of course, assuming that the railroad was built through a forest, there would need to be paths cleared. But on the whole it seems to me that a railroad would require an almost insignificant amount of trees to build and/or operate.
