Actually, I am in Canada so I doubt you have stats for us...but I'm certain the numbers are comparable.

It used to be governments said they were gouging smokers because smokers weren't paying their socialist 'fair share'. Once that argument died governments wanted to increase the gouging of smokers so they changed they're justification for doing so to they wanted to make smokers quit. The problem with that is anything that is not against the law is supposed to be beyond the reach of governments. Government gouging of smokers is now at such a pathetic state that they have to admit they are social engineering to gouge citizens.
