Well, that's simple:

With less than a month left in office, they did not think it appropriate to launch a major initiative against Osama bin Laden. "We would be handing [the Bush Administration] a war when they took office on Jan. 20," says a former senior Clinton aide. "That wasn’t going to happen."

See, Clinton was on top of this whole thing, awrighty, but he didn't think it would be appropriate to hand off a war to a new President. But they gave Bush everything he needed and Bush dropped the ball. Yes sir, Bush dropped the ball. TIME Magazine has proved it irrefutably. If only we still had Clinton, everything would be great and the whole world would be holding hands and skipping through the park tossing daisies.

You can always depend on TIME to come up with the most absurd spin to help their party.

This is little more than a CYA hand-out from the Clintons. Why didn't Clintoon take up the Sudanese when they offered Osama on a silver platter. Too busy with bj's ?

He tried. He tried harder than any President ever tried in history but his staff didnt bring him the completed plan until just before the election. Given his poor credibility because of what the terrible Republicans had done to him, he couldnt have unleased an attack without all the Republicans screaming "wag the dog," "October Surprise" and that Clinton was trying to throw the election to Gore. (Sarcasm/off)

I don't know, maybe he likes them. I don't think he was serious about attacking them anyway.

clinton did attacked the alqaeda. He fired a cruise missile, hit an empty tent, and a camel in the butt. Then beat his bongo drum, and proclaimed victory.

Let's see - 1) Attacking bin laden would NOT have stopped the 911 attacks - 2) After several attacks on US military and our embassies the "Toon" didn't attack. 3) Another attack on Bush fails miserably. Liberal are idiots.
