it's all happening without TIPS

Then why the need for the new program?

There are only two distinct possiblilities:

1. TIPS grants no new powers to authorities, and is a useless program.

2. TIPS grants new powers to authorities, and these new powers can (and will) be abused.

So, which is it?

There is only ONE possibility. The TIPS program switches the burden of responsibility from "them" (the accuser, police, etc) of proving guilt to "us" (the person being hauled in) to prove our innocence. So much for "innocent until proven guilty". There's no requirement for a TIPS informent to actually have proof. Just suspicion. ..and there's suspicion enough to go around, isn't there?
