How can you lose something you never had in the first place???A fascinating use of the concept of "opportunity cost". Government "lost" billions in estate taxes when Los Angeles stubbornly refused to have a killer earthquake last week. Then, millions of citizens failed to heed President Bush's command to go out and shop in response to 9-11, "costing" billions more in state sales taxes. They're going to sue, I'm sure.
