Looks like a takeoff emergency, the very worst situation of all, and the pilot did the best he could. Straight ahead and level, wheels up to improve glide ratio, aim for the water to "pancake" in and avoid people on the ground, overshot but not by much. He darn near pulled it out, looks like he went down fighting to save his plane. God rest his soul and comfort his family.
