This is code talk for we can't let them leave because they are very productive people and we are not. If we (LA) let them (Valley and Hollywood) go their standard of living will go up and ours will go down. We need them so they must stay and produce for us.

Actually, the split should increase Black clout. They'd be a larger proportion of the City of Los Angeles, than they are now.

BTW, the valley isn't all white, there's a large percentage of hispanics. Cecil "Chip" Murray just wants to keep all these people on the plantation.
