Easy there TommyDale, Folsom is much closer and has a million acre feet ready to do what you suggested with little time to be warned. The one you mentioned is too far out of town and would give Davis plenty of time, PLUS...

Davis is buddies with all the commercial whitewater rafting companies in this region. They'd love to see the dams destroyed more than the terrorists and would especially like the rafting trip a busted dam would provide.

"flush" is correct. Only, if they did get flushed to SF, "they" would only be following the path taken by Willie and Jerry Brown. Flushing Davis and the state RATS to SF exceeds the California Environmental exposure limits for toxins per square kilometer in the Bay.
