UNDP was established by the UN General Assembly in November 1965 through the merger of two predecessor programmes: the United Nations Special Fund and the Expanded Programme for Technical Assistance. An interesting aside...
Bush establishes office for 'faith-based' actionIn 1996, Senator John Ashcroft - now Attorney General - attached without any notice an amendment, which was intended to gut the First Amendment's Establishment Clause, to the welfare reform bill. President Clinton signed the bill into law.
Ashcroft's amendment, known as the "charitable choice" provision (and is closely related to "faith-based action"), allows religious organizations to administer social programs as long as there are secular alternatives.A Guide to Charitable Choice
On August 22, 1996, President Clinton signed into law "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996" (PRWORA). President Clinton signed the legislation intending to "end welfare as we know it."
Section 104 of PRWORA, created a feature to encourage states to utilize charitable and faith-based organizations to serve the poor. This feature, called Charitable Choice, was designed to encourage states to embrace faith-based and community charitable organizations in the privatization of Americas welfare system.
And here I thought the faith-based initiatives were strictly a Bush administration thing. Seems not.
