Conspiracy? Are Jose Padilla and OKC John Doe #2 The Same Person?

Remember the McVeigh issue in Oklahoma City? Remember the initial reports of McVeigh being seen with a SECOND suspect, a man named "John Doe #2?" Remember the sketches of him, round face, glasses, watch cap? Isn't that a sketch of Jose Padilla, the guy the FBI just picked up and said to be intending to build a dirty bomb?
It has long been a viable theory that the FBI had one or more contacts in McVeigh's cell (and almost every other militia cell in the country) and knew exactly what McVeigh planned to do. Something went wrong, perhaps, too many explosives actually stored in the building by the government, and there was a disaster.
The FBI concealed the fact that they knew and didn't prevent the blast. A month before McVeigh's execution, they released several thousand pages of documents, kept secret up to that time. Those documents were a diversion to prevent the discovery of thousands of others that demonstrated that while McVeigh was guilt of something, the FBI knew about it and could have stopped it. Why they did not could be the subject of an FBI "personality" profile.
But, that documents would still exist and the information in them still available. The FBI knew about Padilla from the sources it had inside McVeigh's cell. Padilla escaped and could not be found. But, the government was looking for him (although they weren't looking for a Mexican-American in Pakistan) and he finally surfaced.
We have no evidence, but how is that for a current conspracy theory?

Can some reader post the pictures of John Doe #2 and Jose Padilla, side by side? If Padilla was in Oklahoma City, there will have to be other evidence.

It is a striking resemblence. But how old is Padilla? How old would he have been in '95? He may have been in a street gang then.

Ambrose Evans-Pritchard actually identified John Doe #2 in his book "The Secret Life of Bill Clinton." The feds knew who #2 was, and let him slip out of the country. He was a white guy from Philadelphia. I can't recall his name.

The news media claims that Padilla was in jail from 1994 through 1998. But, who believes them, anyway?
