I had long thought people being taking the test for US citizenship were required to be able to read or speak some English.... You are 100% correct. This suit may be a backdoor way of reafirming that. Why should bilingual assistance be provided if the voter already speaks English?
Don't forget that the Florida Constitution states that English is the offical language of Florida (24th Amendment).
