The impeachment did not result in his removal, so he was the President of the United States for 8 years.
As much as I may wish that he was removed, he was not, and so his position as ex President and all the benefits that go along with it are still intact.
If you want to blame somebody, blame Congress for not removing him, not Bush for dealing with him as he would any ex President, after all Clinton who was elected by the American people for two terms.

Congress never did have any real power to hold not only Clinton but all his criminal supporters accountable for the CRIMES they committed. ONLY Ashcroft has that power and he's sitting on his rear end doing NOTHING. Well in my book, that makes this Bush's fault and noone elses. NO EXCUSES.
